I use two-part automotive clearcoat and I buff it just as you describe. Wet sand with 1500-2000 then use Maguiers (sp?) rubbing compounds to buff it out. I finish with something called "Liquid Ebony" followed by a cleaner wax. Barnacles may have damaged deeper than just wet sanding will fix but certainly it will get out small scratches.
