Epoxy: laying cloth over 'tacky' epoxy?

I think I remember reading here that someone let the epoxy coat get tacky before laying a cloth on a paddle to help it to conform around the edge of the paddle.
I think I also remember reading somewhere that a second coat of epoxy had to wait until the first was no longer tacky or problems would result.
Can someone clarify this for me please? Can cloth be applied over tacky epoxy? And if so, could another coat of fresh epoxy be applied right away to better saturate the cloth? Or - without a coat of fresh epoxy would the cloth adhere well to the wood or just lay on the first 'sticky' coat of epoxy?
