Well, I wouldn't describe the Park & Ride lot by Safeway as "just outside Ft. Worden." (All of Port Townsend is "just outside Ft. Worden.") Safeway is at the base of the hill on Sims Way (that's the big S-curved street you go down as you take Highway 20 into town) by McDonalds....by the Lagoon. It's not within easy walking distance of the fort.... however, you could get from the Haines St. park & ride lot (the name of the big parking lot by safeway) to Ft. Worden via bus (Jefferson Transit.)... or you could, of course, drive there. The park & ride lot is there to encourage people to PARK (especially motorhomes) and RIDE to reduce congestion downtown--

Camping at the Fairgrounds would be a little closer than parking at Safeway... of course, either way, we're only talking about a few miles.

The overflow parking Shawn describes is down the beach from the Roundez-vous area-- you'll see it on your left as you drive toward the Pt. Wilson Lighthouse. That's definitely within walking distance.
