Seriously, because flares are a lot more expensive, take up more area, and aren't legal for use the way a flash cube would be. Don't get me wrong, the big boats got flares, lots of them, but if you start popping off flares in the dark just to get someones attention that you're out there, you're going to get a not so pleasant visit from a coastguard cutter. At least around here you will. Flares are distress signals only, not just attention getters for boats that don't seem to be seeing you.
Without having tried it, I like the idea of the flashcube as a "hello!" sort of nighttime attention getter. Ranks right up there with a horn or whistle too. It's directional and very bright. The little lifejacket strobes aren't as powerfull by a long shot. At least the ones I've seen weren't.
Don'g get me wrong, I don't think flash cubes will cure all boating ailes. But as a "hey!", "I'm over here!", "this is where you're hearing the whistle from!" sort of attention getter for the powerboat that's on a collision course with you one night it is probably pretty durn good. And a darn sight better then just a flashlight.
