If you put a nice even coat of epoxy on a rough layer, it will coat the bottom layer so evenly that the pattern will ``telegraph'' through. After 2 or three coats of epoxy you should have the weave filled.

After 2 coats try sanding gently. If a gentle sanding smooths things without digging into the actual fibers of the cloth, then you have enough resin on. If not, put on the 3rd coat and try again. A squeegee scrapes the excess off of the high areas and helps fill the low ones. You might try applying the resin with a roller and then going over it with a squeegee.
