if you can find a sawmill and find rough cut boards then if its under the nominal dimension you can complain and give the wood back but if you go to a lumberyard and buy finished boards theres always the excuse that finishing takes away wood so you never know the thickness. Maybe at the lumberyard they dont even know if they bought the lot finished.
I bet that some mills can sqeeze out quite a few boards with that excuse.
