Don't use spray foam!

Aside from the water absorption issues that others have raised, expanding spray foam will probably split your boat open as it cures and expands.

Bulkheads with deck hatches are the most versatile system. If you prefer not to install bulkheads, buy or make some large float bags. My favorites are the "Stow Float" type bags that can be used for both flotation and gear storage.
