As I understand it, the HIN is not the boat registration. It is a separate number that is permanently tatooed into your boat (the stern, I think) similar to the VIN on a road vehicle. It is supposed to help in the recovery and tracking of watercraft. For builders, it is supposed to be assigned by your local boating regulators. In some states like Idaho, that actually is the DMV, but other states may use the coast guard. It's up to the states, but is a federal reg. More info at:

Hmmm ... I can just see our DMV people when I ask them about that :-) It's hard enough getting a car through the system, let alone a "qajaq"!
