It is pretty much a matter of opinion.

The amount of force you have to put on the plywood to pull it into shape. If you have to bend it so much that it starts to creak and crack,then you are definitely pushing it to the point of torturing it. If ou are subjecting it to modest bends, then the term probably would not apply.

Stitch and glue is the method for attaching the parts, whether they bend a little, or a lot.

The "Sweet Dream" canoe, and the Yare kayak could be considered tortured plywood construction, as you practically fold the boats into shape when you stitch up the bow and stern. Boats that use more parts and more seams don't subject the wood to such an extreme amount.
