Initial stability is almost completely about waterline width and height of your center of gravity. If you are already as low as you can sit, all you can do is make it wider at the waterline. Foam swim noodles strapped onto the sides as sponsons would add a lot.

Flare will add secondary stability, which would probably be welcome, but it will do little for initial stability.
