If your goal is to actually be seen then you want something that is designed for the job. A hat that can fall in the water or non-waterproof light with directional LED that's for lighting up what's a few feet in front of your face is not the same thing as a nav. light. A light that bobs around as you swivel your head isn't a good idea. Likewise if you're in a situation where being seen is important the lighting should be as robust and up to the job as any piece of equipment that's important for preventing collision,damage and death.

Speaking from the experience of paddling back to the docks with a large group of paddlers in all manner of twinkly illumination and a skipper on a charter boat giving us holy hell for being invisible on the water.
