I use the simple hole drilled through the deck with a knotted shock cord and find it works very well. The key is making the hole slightly smaller than the shock cord, to form a tight seal. When stretched, the shock cord becomes thinner can be pulled through the hole. At rest if makes a tight seal.

To pull the shock cord through a smaller hole, first pull out about half the rubber fibers at one the end of the shock cord. Wrap the now narrow end with tape and pull it through while stretching the shock cord.

I am NOT a fan of front deck paddle parks. The are impractical when you most need a paddle park. When rafting up with fellow kayakers, do you really want your paddle across their decks? On the beach, with people walking around the kayaks, the cross-the-front-deck paddle parks are force people to sep over or around. Finally, when fishing, a paddle perpendicular to your kayak is far more inconvenient for fishing line.
