Pretty much normal, have to pull the keel down to it's proper position which will hold the rocker until the frames are attached to the gunwales and stringers. I normally use long drywall screws, one on each side of the keel to do this. Has to be away from the frames and sometimes you need to do this in a couple of spots to hold the rocker called for on the plans. Once the frames are attached to the stringers/gunwales/keel the rocker will be set and you can procede.

As Dave mentioned, sometimes it's far easier to do this if the chines are removed temporarily.
