I spent a little time with the rules of navigation in Chapman's Piloting tonight, just to refresh. By the time I got to fishing vessels, my eyes were starting to cross :-). A fishing vessel under the inland rules must display a red light over a white light, all round, on the mast at night. In daytime, it must display a basket (yup, a BASKET) where it can be seen by anybody. (I don't make 'em up, I just read 'em.) This is the inland rules; the international rules specify two cone shapes, point to point. Thank God there's no commercial fishing on Lake Ontario!

Incidentally, re sailboats etc., the rules give fishing vessels the right of way if they are not intefering with a fairway used by other vessels. (How'd golf get into this?) In an overtaking situation, the overtaking vessel always has the responsibility for safe conduct. Therefore, if you are paddling as hard as you can, and overtake a power boater who is trolling, you have the responsibility to keep clear. Chapman isn't particularly interested in human powered craft, and says nothing about them. I would assume the rules of burdened and privileged vessel apply to them, i.e. a kayak on the starboard (right) quarter of another kayak would have the right of way in a crossing situation? These things tend to work themselves out in reality.

BTW, a sailboater who turns on his motor loses the privileges associated with being a sailboat, even if his sails are still up.
