Well, it all depends on where are you kayaking.
On the ocean (or Great Lakes) wetsuit is a good idea almost anytime.
Oregon coast water temperature hardly ever gets out of the 40s or low 50s year round so once you are immersed in it without wet/dry suit your clock is ticking very loudly.
On the other hand, kayaking on small protected body of water may not warrant wetsuit or even pdf.
Last weekend I kayaked on Tualatin river near Portland. The temperature was in the 30s but the fact that the water was glassy-smooth and the river bank never more than 30-40 feet away somehow made me feel wetsuit is a major overkill (but I did wear pdf)
