You're right that dropping the skeg moves the lateral center of resistance aft, but I think you've got the other part backwards. Adding skeg reduces weathercocking. Adding too much skeg will drive you into leecocking. Usually you start with a boat that weathercocks, which is the safer condition, and add skeg until you approach neutral.
