... Well, first:
Freeship does not use the sheet thickness in panel development. It's issue in kayaks where panels are 4mm or so and chines are low. I'm not sure if some help is coming for this - it would be nice to get developments that you can easily use in kayak or boat building.

You model seem to have quite curved panels on the bottom, thus problems in developability can be understood. If the whole model lights up as non-developable, you'll most likely have some issues - maybe gunwale controlpoint that has no connection to chine or something like that. Also the developability does not give exact answers - there should be material dependent max turing radius for that.
