If you are going to carry a rope you will also want to carry a knife. I have hook knives inside my pfd's so it is not offensive or threatening. I prefer it stowed out of sight for the reasons you mentioned. For anything but rope I have a Swiss army knife in my day bag and Exacto knives in the first aid kit.
Most Patagonia trips I carry a small machete. This year I took garden snippers.
